Washington, Dec. 10.- A memorial to congresa adopted by the national farmera' congress recently held at Washington has been drafted in proper íorm for presentación to both houses of the national legislaturc and will be presented without delay. The memorial is the production of Judge William Lawrence, the famoua Ohio wool grower and champion oL wool duties, although it also bears the signatures of his fellow associates of the special commlttee- B. F. Clayton of Iowa, T. J. Clardy of Kentucky and W. B. Powell of Pennsylvania- -who have been charged with the duty of its presentation. Tho most important feature of the memorial is the pronounced ground which it takes against the wool sections of the Dingley tariff bil), now pending in the senate, and the dispositlon of which. ifl just now the bone of contention among representative republicans. It is charged that the bill strongly discrlminates against wool growers in favor of tho wool manufacturera and insists that It should be amended iu several important particulars. Congress is also asked to insert in the Dingley bill the wool-tariff law adopted by the National Wool Growers' Associatlon at its meeting in Washington a year ago this week. Prohibitory duties are demanded upon eggs, live stock intended for food, dairy and garden products, potatoes, cotton and numerous other products of the soil. MILLS WAJÍTS TO 8EIZE CUBA. Propogcg to Hold tho Island While Cuhans Forni a Government. Washington, Dec. 10.- Senator Cameron this morning introduced the following resolution: "Resolved, by the senate and house of representatives, That the independence of the republic of Cuba be and the same is hereby acknowledged by the United States of America, "Resolved, That the United States should use its friendly offices with the gorernment of Spain to bring to a close the war between Spain and Cuba." Senator Mills followed the Cameron resolution at once with the following: "Resolved, That the president of the United States is hereby directed to take possession of the island of Cuba with the military and naval forces of the United States and hold the same until the people of Cuba can organiz a government deriving its powera from the consent of the governed anf arm and equip such military and naval forces as may be necessary tv securfi them against ioreign invasión." The Mills resolution was referred to the foreign relations committee. YV1I1 Take lp the Dingley BUI. Washington, Dec. 10. - Senator Allen's motion to take up the Dinglej bill was carried. Yeas, 35; nays, 21. Several populists and democrats voted fea. This is a victory for the anti-administnttion faction of the republican party at the very outset of the session. Quay and Sherman do not believe rtither that the country needs a McKinley tariff or that the holding of an extra seüsion is good party policy.
