Washington, Dec. 15.- Senator Teler of Colorado made his appearance on the. Hoor of the señale tö-day for (he first time since the session opened. He was cordially greeted by his associatos on both sides of the chamber. Senator Allen addressed the senate on a reaolution introduced by himsolf last week declaring the inviolabillty of contracts. He saiil that neither Kansas, Nebraska nor any other .sta! e which had returned Populist electora was on that account to be classed as revolutionary and regardless of the sacred nature of legal contracts and obligations. He assured eastern stockholders in western railroads that they had uothing to fear, and said western judges were equal in justice aad intelligence to thoee of the east, and would hold the balance fairly between residents and non-residents. In presenting a Turkey-Armenian memorial, Senator Gallinger said he fully approved the terms of the memorial, ineluding the statement that the great powers of Christendom Bhottld intervene, even if it resulted in the dismemberment of the Turftish empire. Senator Peffer introduced a comprehensiva resolutlon for the appointment of a commission to investigate and report on the establishment of a permanant monetary system. The commission as proposed is to consist oL one gold Democrat, one Republican, one Democrat and one Populist, those to select a fifth persen of ïecognized learning in finance. They are to be appointed by the President; to sit in New York, Chicago, San Francisco, Denver and New Orleans; to receive ?400 per inonth each; to conclude their investigations wiUiin twelye raonths. The resolution proposes an appropriatlon of $50,000 for the commission.
