Washington, Dec. 12. - Senator Tur pie of Indiana has prepared a number of amendments which he intends to ofíer to the naval appropriation bilí. If they should prevail they -would materially change the law relating to the navy. The amendments are as follows: All appointees to the Junior grade of the pay corps of the navy shall be chosen from graduates of the United States Naval Academy. The laws relating to the anny shall be applicable to the navy as regards the age of voluntary and of compulsory retirement, and fraction of pay whèn on the retired list. In all commissions in the navy the rank and relativo rank of the officer shall be stated. Apppinlment to the office of judge advocate general in the navy department shall not continue limited to offlcers of the navy and to mannes; but lawyera (civilians) are hereby made eligible thereto. Any officer of the navy, pleading with that depwrtment for any right under a law or regulation, shall on application, receive personal hearing by the secretary of the navy and be therein confronted wtth the judge advocate general. And no obstruction or objection to any offloer's case shall be used eeretly, but shali be fully made known o him by the navj' department in ng. A.ny ofccer who, when retired for afbtlüy, had not at the time sufficiont evidence available to show the disabillty as result or incident of service, shall be alJdwed to make good that deflciency before the permanent retiring board.
