N6W York, Dec. .- ..- It is saift that Ccrneilus Vamlerbilt is rapidly recovbring from the effects of the stroke of paralysis with which he was affiicted last summer. For some time the onljrisible result of the stroke was the inability of Mr. Vanderbilt to use hiê right arm. Recently the power to use bis arm has returned. so that now he is able to lift it to hls head.
