The substitution oí a mail examinatlon for all these places, in which oaly age, intelligence, experience, chjracter as a workman, and pb.ysical qualifl cations are to be cor.sidered, ia place o. the usual detailecl examina tion at eertain points, was an innovaiion in civil ervice methods. Only those applieations received prior to Feb. 1, 1S97, will be considred in preparing the register of eligibles then. Subsequent registers will be pre pared semi-annually from the appli cations received prior to June I an( Dec. 1 of each year, unless the need ef the service demand special regis fan.
