President McKinley has determined to revive the abandoned treaty of genera] arbltration between the United States and lĂ­reat Brltalu and undcr the direction of Seeretary Sherman the matter has progressed to the extent that a new treaty already has been flrafted to serve as the basis of negotiations. However, it is not in contemplation that the treaty will be snbmitted to the senate before next December. The attitude of the new senate towai-d a new treaty will be fully canvassed and understood before the treaty is signed. It is understood that the initiative in the present case will be taken by this government. The faihire of the formar treaty by the action of the senate left the subject in such oondition that the British g-overnment did not feel disposed to renow neg-otiations, unless first invited by the United States.
