A proposed plan for further development of the Maple Village Shopping Center was rejected Tuesday night by the Ann Arbor Planning Coramission. Owners of the controversial center are attempting to gain permission from the city to construct stores on the southerly portion of the center along Jackson Road, and included in the plan were four new curb cuts to allow entrance and exit fromTaií&son. The planning staff recommended denial of the area plan for the developments being sought, noting that they were in violation of all previous development concepts for the center. The developer, Jackson Maple Associates, was agreeable to repaving the center's parking lot, but only if the development plans were approved. The center faces a Nov. 6 tencing date in District Court on 81 charges of failing to properly maintain the center, including failure to provide an acceptable parking lot. Concerning the four Jackson Koad curb cuts being sought Planning Director Michael Prochaska pointed out that in January, 1970, the city closed two curb cuts on Jackson for traffic safety reasons. That action was tested in court by the owners of the center, with the city winning the case. But Prochaska added, "This i action (closing the curb cuts) has not reduced the accident rate significantly," and said it Imay be in the best interests of leveryone to reopen them. Howlever, the problems caused by Ifour curb cuts plus intensive Idevelopment in the center lalong Jackson could worsen Ithe traffic congestión problem Ithere. I In other business, the comImission approved a final plat por Julie A. Tuomy for delyelopment of 17 acres at Washpenaw and Tuomy Avenues for B3 house lots; approved an piB zoning fix for 1.85 acres pf Harold E.
