YPSILANTI - Ann Arbor School Supt. W. Scott Westerman Jr. was appointed head of the n e w 1 y established Department of Curriculum and Instruction by the Easte r n Michigan University Board of Regents yesterday. Westermaii's appointment had been anticipated ever since the position was created by the regents in February. President Harold E. Sponberg said 113 applications had been screened and nine candidates had been interviewed for the position prior to the selection of Westerman. "Eastern is greatly advantaged by his addition to the college as a department head," Sponberg said. After 11 years of service in the Ann Arbor School District, Westerman announced his resignation as superintendent in January to be effective June 30. Westerman, 45, joined the Ann Arbor Public Schools in 1960 as social studies coördinator. In 1963 he became assistant superinten d e n t in charge of instruction. Four years later he was appointed a c t i n g superintendent of schools upon the resignation of Supt. Jack Elzay. On March 13, 1968, he accepted the position of superintendent of schools, a position he had ëarlier declined to accept. f In making the unexpected announcement of his resignation as superintendent, Westerman explained, "In this time of rapid change, it is my strong belief that the school district will benefit more from a new superintendent with fresh perspectives and energies than from continuity of leadership." Prior to joining the Ann Arbor School District staff, Westerman was assistant professor of education at the University of Michigan from 1958 to 1960. He also taught extensión courses for the U-M I from 1950 to 1960. During that same period - from 1952 to 1960 - he was a consultant to a number of school systems in the areas of curriculum and accreditation. Westerman taught junior and senior high social studies from 1948 to 1959. He was chairman of the social studies department a t University School in Ann Arbor from 1958 to 1960. He has a bachelor's degree from Northwestern University and earned his MA and Ph.D. at the University of Michigan. In his new position, Westerman will head one of the largest departments in the College of Education. The Department of Curriculum and Instruction provides undergraduate and gradúate courses which relate to public school activities, course content and instructional methods. It includes the areas of early childhood education, elementary and secondary I curriculum and teaching, I reading and driver education. I
