I A preliminary legal opinión indicates that it may be illegal for the Board of Education to give $12,000 to a proposed city Environmental ínter p r e t i v el Center to help pay the salary ofl la center director and assistantl I director. Roscoe O. Bonisteel Jr. said it may be illegal for a body to turn over public money to an autonomous agency without board control, according to School Supt. W. Scott Westerman Jr. The school board was informed of this preliminary [opinión at last night's Board of Education meeting. The school board, City Coun-I cil and University of Michigan are all being asked to contribute about $12,000 each for such a center. City Council has voted to have the item placed in the budget for consideration. The U-M has not yet taken action. All three governmental bodies would have representation in running the center. The item will be placed on the agenda of the next regular meeting for action, along with further comment from Bonisteel.
