Details of a new construction - - management arrangement for the Ann Arbor Public Schools were approved last night by the Board of Edueation by a 5to-1 vote. In addition, five construction managers were appointed. The companies appointed include : Northeast Elementary, Butcher and Willits, Inc., Ann Arbor; Southeast Elementary, O'Neal Construction Co., Ann Arbor; Dixboro Elementary, Henry deKoning Construction Co., Ann Arbor; and Mack Elementary, Ferguson Construction Co.Farmington. Jeffress - Dyer, Inc. of Ann Arbor will be the construction manager for the new library addition. The construction manager arrangement was approved April 19 by the Board. First approved by the New Construction Coordinating Committee, this approach provides for a general contractor who is a part of the designing team, He is to furnish cost information and advice on the methods of construction in the advanced planning stages. The construction manager will also receive bids from subcontractors and advise the school board on the acceptability of them. He will oversee the construction as a general contractor would. Trustee Paul Carrigan, who voted against the additions and modifications to the construction - management agreement presented last night, o p p o s e d the bonus system in the plan, Earlier in the discussion he said the construction manager should try to save money as part of his job rather with a bonus as incentive. According to the modifications and additions to the construction management arrangement approved last night, the base fee for the construction manager will bel six per cent of the construction budget for the project butl will be subject to bonuses and I penalties. If the sum total of the bona fide bids for construction and site development are less than 95 per cent of the combined budget, the construction manager will be entitled to a bonus of 10 per cent of the differential between the budget and total of bids for all the work. If the sum total of bids exceeds 103 per cent, of the budget, the construction manager's fee will be reduced by one-quarter of one per cent I for each one per cent of ex cess in bids over 103 per cent of the budget. The construction manager will not be allowed to bid on any of the work to be subcontracted within his project according to the arrangement accepted.
