SCHOOL LEVY . . . cont'd. Warner added there will probably be two other money issues on the ballot. The advantage of the school district and city joining forces in an April election would be that the two governments could split the cost of the election. To run an election costs between $12,000 and $15,000, Warner said. A special election in May would cost $15,000 and would be too close to the June 11 election, which is mandated by law to elect school board members, the trustees agreed. Board of Education members want to have the millage election approved in June in time for July 1 tax collections. If they miss that target date, Warner reported the district could lose $87,000 "out of our pocket." School taxes for city residents are levied July 1 and Dec. 1 and for townships just on Dec. 1. If the 11.66 milis failed to pass in time for the July 1 levy, the district would only be able to collect 10.445 milis (half of the total levy of 20.89 milis) from city residents in July. The revenues wouldn't be able to cover school expenses between July 1 and Dec. 1, Warner said, so the district would have to borrow $3.3 million at an interest rate of about 3 per cent. The interest would total $13,000. In addition, the district wouldn't have the $3.3 million to invest at 6 to 6V2 per cent and would lose about $74,000, he added. If the 11.66 milis were approved after July 1, but before Sept. 1, 32.55 milis for the year could be collected with the major portion being billed on Dec. 1. More than 65 clerical and technical employés attended the board meeting which began at 5 p.m. Some of the employés picketed the library as board members walked into the meeting. The clerical and technical employés, members of Teamster Local 214, have been on strike since Tuesday. The strikers sat quietly during the briefing session. No one discussed the strike.
