1- Yes, Yes. 2- Neither. The construction of a third high school cannot be justified at this time. The student population appears to be stabilized and in fact is dropping slightly. We must and can accommodate the students in our present facilities until proper demographic and growth data can be studied. In any case, the overcrowding situation at the high schools must be alleviated immediately. Certainly a third high school, even if begua now, will not solve the overcrowding in September. I am in general opposed to the use of smaller alternative high school facilities since they are unable to offer a varied curriculum and a strong extracurricular program within economically sound guidelines. Our current organization has shifted students away from the elementary schools and overcrowded the high schools when, in fact, the population data strongly dictates against such an organization. I am convinced that the strength of the middle school program can be maintained with the 7-9 organizat i o n . The administration should be investigating in detail the impact of a return to 7-9 and the potential means of handling the possible overcrowding in certain elementary schools. 3_Top priority should be given to those programs that have proven educational value. Each program should be evaluated in terms of the educational impact versus the cost per student in the program. The major portion of the budget should go to those programs directly related to the needs aad goals of students. Administrative costs must be critically examined. TiffV r)TT'PclTTDNci rnnt"
