MONDAY, the 19th, is the day when Ann Arborites will make two decisions that are vital to education and to the schools in the city. Proposal A on the ballot is a rer quest to renew 6.67 milis for school operating purposes. The renewal is not an additional tax and therefore there will be no rise in individual tax bilis. This levy expires Dec. 31, renewal being for five years. A yes vote on Proposal A means that taxpayers wilL continue to pay 32.55 milis for operating expenses. Proposal B may also be said to be a five year plan. It seeks to raise one additional mili to support a five year program of repair and maintenance operatiön for sites, building and equipments. In other words, Proposal B is earmarked specifically for maintenance and upkeep of Ann Arbor's investment in schools. The money raised from approval of Proposal B will not be used to purchase new buildings or allocated to special projects. Ann Arbor's investment in schools, property, etc. is valued at $92 million. Clearly this is an investment which needs to be protected. Proposal B actually would raise less than one per cent of that investment protection, yet it would enable the dLÁÍo repair the roof at Tappan, for example, and maintain equipment at all the schools and even do some upgrading. Home owners probably can't get by with less than one percent annual protection of their investment. Without such funds, the items of neglect at the schools become serious problems. To postpone some of these matters indefinitely is worse than being penny wise and pound foolish; it is irresponsible. , THE ELECTION is being held in November rather than June because effective school planning must begin now, according to School Supt. Dr. Harry Howard. Taxes for the two proposals won't be levied until July but the superintendent wants plenty of lead time in mapping budget priorities. The two proposals are simple and straight-forward. Proposal B would raise about $800,000 a year for the next five years - the payas-you-go feature of the millage. Passage of Proposal B is as essential as approval of the rënewal, and taxpayers should vote yes Monday on both propositions with confidence their money is well spent.
