Republican mayoral candidate Jack J. Garrís today said that, as mayor, he would have sought the suspension of Model Cities Policy Board Chairman Ezra L. Rowry and instituted an investigation of állegations of pay irregularities against Rowry. Rowry has been accused of improperly receiving pay while attending conferences for the local program. An investigation indicated that Rowry was being paid for "sick time" by the U-M, his employer, while receiving reimbursement from the Policy Board while attending the conferences. Garris issued the following statement: "Model City programs are losing their appeal and support from city residents. A department official has been accused" of improperly receiving compensation. "The mayor said this official would answer soon. No answer or explanation has been received or heard of. "As mayor, I would have asked for that official's immediate suspension and would institute an investigation to obtain the facts. "If prosecution was warranted, I would direct the city attorney to act to protect the interest of the city of Ann Arbor. Faith and integrity in all city departments is the mayor's responsibiliI ty. "Would that official's explanation embarrass the present city administra1 tion?"
