'Orderly Growth Needed

Mrs. Sarah R. Steingold, Republican candidate for City Council in the Fourth Ward, says "it would be disastrous I for the city to halt all development." Speaking at a campaign session, Mrs. Steingold s a i d the growth of the city now is in limbo because of the question of sewage capacity. But instead of halting growth, she said the council "must promote orderly growth. In this way, we can control what will go up on land contiguous to the city." " She said part of the development process here should include bargaining with deI velopers to cover areas other than water, sewer and streets. "Council policy should involve areas of concern to residents" such as schools, she said. On the type of housing to be built here, Mrs. Steingold said single family construction will I be less likely in the future "The d a y of condominiums, townhouses and apartments is here. We should recognize this and develop policies which will allow such developments to be consistent w i t h their neighbors in size, traffic, open space and population." Efforts must also be made ior the downtown area, Mrs. Steingold said, stating, "Downtown Ann Arbor is a burnt out, boarded up disaster area ... I believe that a healthy Central Business District is necessary for a healthy city, es-' pecially now that Briarwood is being built." She said council should work with the private sector in developing a feasible program for rescuing , downtown. l
