MICHIGAN residents should begin now to consider the issues which will appear on the November ballot for decisions in addition to the candidates. While there appears to be no organized opposition to the two state bond issues on the Nov. 5 ballot, there always is the chance that public apathy will kill one or both of them. It is for that reason that Gov. George Romney is making a special effort to inform the electorate on the two programs. The so-called "clean water" bond issue would permit the state to put up $335 million dollars, supplemented by federal matching funds, which would go to local governments to help finance their anti-pollution projects. A third of the $100 million state recreation bond issue also would go to local governments. The bond issues would be retired by payments from Michigan's future general revenues. Gov. Romney believes the bond issues would not require a tax increase. The governor points out that "we are the trustees of Michi-I gan's rich resources of land andl water. We owe to future genera-l tions clean water for health andl quality recreation for everyone." 1 Particularly important is the' program to help local communities clean up their lakes and streams by improving their sewage treatment facilities. Americans already have waited too long to take essential steps toward reversing the trend that is slowly destroying Michigan's great recreation assets- its lakes and streams. The state is clamping down on industries to reduce industrial waste pouring into state waters, and important strides are being made in a number of phases of the anti-pollution campaign. But many communities already suffering from tax burdens need help to correct some of their own abuses of nearby natural resources. It is important for Michigan that both bond issues be approved on Nov. 5. The benefits will be great and lasting. :
