St. Paul, Minn., Jan. 16.- With the thermometer marking 20 degrees below, a dozen of the snow-shoe and toboggan clubs paraded Baturday night aad assembled in laying the corner stone of the third ice palace. The ■reets were filled with spectators and the errcises at the palace were condueted with enrgy. President George Thompson, Governr McGill and Mayor Smith warined themelves and their auditors with their elouence, vvhile the pretty daughtr of the last amed assisted in locating the huge block of ce giving name to the occasion. The palace s nearly eompleted and will be quite ready br the opening ol the winter carnival Jan. 25. Bt.
