Otis P. G. Clarke Dead

Washington City, Feb. 4. - Otis P. G. Clarke, ex-commissoner of pensions, who was stricken with paralysis on Tuesday eveninar, died Satnrday niorning. Maj. Clarke suceeeded Coinmissioner Duilley and and was succeeded by Gao. Black. He entered the army from Rhode Island, and carne then to the pensjcm office, where he was promoted nine times, i.ni 1 he was made cbief.
