Whitney For Minister To England
New York, April 10.- The Herald says a rumor prevails in Washington that Secretary Whitney will bes ucceed Minister Phelps in England, and in that event, it is supposed, Mr. Phelps will called to the cabinet. Another rumor, whieh well-informed California politicians believe to have a good foundation, is that Samuel V. Wilson of that state will be given the chief justiceship. President Cleveland, it is said, has offered three f oreign missions to Mr. Wilson, all of which were declined. Mr. and Mrs. Wilson are now visiting Washington and will be given a dinner by Justice and Mrs. Miller.
