"Washington City, May 26.- Senator Turpie has introdueed a bilĂ­ to provide for a sort of "directory" of the most skilled mecbanics and artisans in all pnrts of the country. The bill makes it the duty of the commissioner of labor ' annually to compile from the best and most authentie sources and to prepare and publish a book to be called the "Register of Labor," to be of the size of the army and navy register combined, to eontain the names and addresses of persons of known excellence in their vicinity in any line of skilled labor or mechanics, the names to be taken in proportion to population from the different States and territories. Only names of persons actually engaged in the manual work of their respective calling are to be published. The list is to be caref ully revised each year ; no name is to be dropped from the register as long as the person is known to be engaged in the occupation stated, and losses in the list by death or other causes are to be replaced by other names taken from the same locality. The number of books to be publlshsd is to be twice the number of army and navy registers authorized to be published.
