JNashville, Tenn., Sept. VJ.- A conierence of delegates from the boards of health of many of the southern states and Illinois was held here yesterday for the purpose of discussing the yellow fever situation. An exhaustivo interchango of ideas was had, and resolutionsadopted doclaringit the sense of the conference that ten days' detention of yellow fever refugees should bo enforced against those destined to points south of the northern boundary of Tennesseo; but in view of the lateness of the season it is recommended that healthful refugees, whose baggage has been disinfected, should be permitted to go north of that line without detention ; that the appearanoe of one case of fever in a town should not be sufficient to warrant quarantine against that town until other cases have made their appearance, and in no case should a city bo quarantined against without inquirios having first been inade of the authorities of the place rumored to havo been infeoted. It ia urgently recommended that such change be made in the national health service as would, through proper assistance and oooperatlon with state boards give proteetion and security to the public health.
