Kt. Louis, Sept. 2ö. - In the Svritchmen's Aid association meeting Tuesday morning the plan of federation as proposed by the Firemeu's brotberhood was adoptad, and Messrs. Bailey, Sweeney and Downey were appointed a committee to confer with the locomotiva engineers, flremen, brakemen, raihvay telegraphers and the Knights of Labor to complete the work of federation. The details ot the plan are carefully concealed, but irom the faet that a conference is to be held with the telegraphers and tbe Knigbts of Labor, ít is the opinión that the plan embraces bolh tbese bodies, as well as the four original railroad men'8 organizations.
