San Francisco, Oct. 3.- Judge Hoffman, of tbe United States district court, reiused yesterday to issue auy more writs of babeas corpus to Chinese who arrived by the stoamer City of New York Saturday. There are 30,776 return certificates issued at this port still outstanding.
