Unpunished Law Breakers
According to the figures published in the British Blue Book, just issued, it ap pears as though America is not the only country whero crimináis sö frequently escape justice. During 1886-87 there were in London 42,391 mdictments and only 19,045 of the ofïenders were placed under arrest. Thia shows that more than one-half escaped. It is further to bo noted that of thoso apprehended 8,769 were discharged for want of evidence and 1,825 for want of prosecution, 80 that the nuinber held to bail or committed was reduced to 13,958. Of these, again, only about 10,468, or 75 per cent., convioted, or less than one-fourth of the mimber of crimes comiuitted. -
