London, Dec. 22.- The house of commons being in committee on the appropriation bill last uight, Gorst in the i bair, Tauner, home rule meaiber for Middle Cork, opposed the grant of L303 to Seagrave, au Irish resident magistrale. Tlie chairma ruled the ainendment of Tanner out of order. Tann.er protested against ruling, and said: "When we are here in coinmittee appropriating money for a swindler and a tbief and a servant of the chief secretary for Ireland, Mr. Balfour ought to be liere, and not ba sueh a coward as be is." Gonst ordered Tanner to iake bis seat, and to witbdraw the epilhet "coward." Taniier - I cali h.m boti a coward and a liar. Goschen moved that Tanner be suspended. The motion was agreed to, and Tanner lef t the house.
