Washington City, Feb. 23.- The question oL who would be secretary of the treasury was settled Saturday by the pointment to the position of Charles Foster, of Ohio. Mr. Foster is well known. The press and prominent men all speak well of the appointment as one that will cause no jar in treasury operations. ïEx-Governor Foster, who was in New York, was officially notified of his appointment as secretary of the treasury by a uispatck Saturday from the president. The president hoped Mr. Foster would come to Washington City at once. He said he would come to-day. The president also appointed as successor to Inti rstate Commerce Commissioner Schoonmaker Martin A. Knapp, of New York.
