The influence of the Executive has steadily increased since the formation of the Government, and unless it be checked in some way, it will soon far overbalance the Legislative and Judicial departments. The alterations we have suggested would materially abridge this augmenting preponderance, while il would in many other respects have a salutary tendency. But no measures of this kind should be adopted without mueh forethought and rigid investigation. Change in the manner of governing a people is ilselfan evil, and no changes should ever be made which would need reversing. But we should not be ihereforeafraid of all changes, f rom a disrrust of ourselves, and a blind reverence for our predecessors. One extreme is as mischievous as the other.
