ft?3 North Carolina, a Slave State, ;ives the right of voting to all her citisons without reference to color.as shown by the following extract from her Constitution : "That all freemen of the age of twenLy-one years, who have boen inhabitants of any 'oue coutity within the State 12 months immcdiatcly preceding the day of any election, and shall have paid public taxes, shall be entitled to vote for members of the house of commons, for the county in which he resides." We commend this fnct to thosc threc distinguished Senators andlawyers in the Senate who lately reportcd, in substancc, that no State had yet granted such a privilege to negroos.
