Twenty-three Japanese students, largest group from Japan ever to enter the University at one time, pause on the steps of the new Administration Building during a tour of the campus. Charles Arnade (far right), assistant to the director of the University's International Center, leads the tour. He is talking with Akira Ota, a teacher at the University of Tokyo, who has been appointed spokesman for the group. All are graduate students here. Most of them are teachers in Japan. The group may swell to as many as 45, with late arrivals, Arnade said.
