Esch, R-Ann Arbor (right). to members of the first delegation scheduled to visit Ann Arbor's new sister city in Japan. Receiving the flag is Mrs. Tom Hagerty, wife of the person scheduled to make the presentation on July 18 to the mayor of Hikone City.
