ONLY LICENSE BUREAU STAFFED BY WOMEN IN STATE: Operator's licenses are issued to residents of Ann Arbor by the three women shown above, who comprise the only license bureau in Michigan completely manned by women. From left to right are Mrs. Ann Tapp, bureau head and policewoman, and Miss Lorraine Hicks and Miss Julia Hughes. Since May 1, 1942, when they took over the bureau from men police officers, they have issued about 2,500 licenses and collected about $6,000 in fees and traffic fines. Police Chief Sherman H. Mortenson says that the bureau was made feminine in anticipation of the shortage of manpower. The three women also keep track of all arrests and other records for the police department. Mrs. Tapp joined the department in 1940. Miss Hicks and Miss Hughes were hired early last year.

Robert J. Schumacher (left) of 326 S. Fifth Ave. was the first 1954 license plate buyer at the secretary of state's branch office this morning. His plate - bearing the new slogan "Water Wonderland" - is sold to him by Mark M. Mayne, manager of the office. The 1954 plates feature maize numbers on a blue background.

PLATE PLIGHT: Although there were only five persons in Ann Arbor's secretary of state branch office to buy car license plates this morning, there wasn't room for many more. Car owners are urged to buy their plates as soon as possible to avoid waiting outside in the weather because the office can hold only about 10 to 15 people.

COLD LICENSE BUYERS: This line of some 40 cold, and in many cases complaining, auto license plate buyers had formed by 9 a.m. today outside the Ann Arbor license sales office at 307 S. Fifth Ave. - a half hour after the office opened. With today and tomorrow left to buy 1957 plates before 1956 plates expire, the lines were expected to remain lengthy, with most persons in them spending substantial time outside. The small office can accommodate 10 to 15 persons inside at one time.
