NEW TABULATING EQUIPMENT: Virginia Zwaan of the city controller's office operates new IBM equipment that is turning out bills for water and sewer fees. Within two years, nearly all the city's accounting and billing operations will be handled by this system. The new water bills, unlike the old, will show both the gross and net amounts, thus showing customers what they save by paying on time. The bills also list a service charge separate from the sewer charge. The service charge is not new but perviously was included in the sewer figures. These bills are payable at the treasurer's office at City Hall.
