MARKS PEACE CORPS START: Harlan Cleveland, U.S. assistant secretary of state for international affairs, gives the address at ceremonies yesterday at the Michigan Union dedicating a plaque (covered by curtain) which marks the spot where the late President John F. Kennedy first mentioned plans for a Peace Corps. At the speaker's immediate left is U-M President Harlan Hatcher, while at far left is Regent Eugene B. Power, D-Ann Arbor. Seated in back of Hatcher is Regent Irene E. Murphy, D-Birmingham, and next to her is Regent Frederick C. Matthaei, R-Ann Arbor. U-M Vice President James A. Lewis is visable at right behind speaker.
