Rudyard Kipling's "Ballad of East and West" certainly doesn't apply to Ann Arbor, where the twain forever meet in an atmosphere of cosmopolitanism and international understanding. Here, Banta Singh Pandher, 29-year-old engineering student from Badali in India's East Punjab, awaits oil-station service for his altogether American automobile. The bearded and be-turbaned Pandher is a Sigh- a member of a 450-year-old Hindu sect noted for military prowess and total disregard of caste distinctions.
