Get Set, Ready -- Shovel: Herman Weber wields the pick-ax against frozen ground while Mayor Cecil O. Creal stands ready to turn the first shovel full of earth in connection with Weber's new, $230,000 restaurant. Grading work is now under way at the site north of Jackson Ave. and west of the I-94 off ramp. Looking on at the groundbreaking ceremony yesterday are Mrs. Weber and William J.
