SUMMER PROGRAM OFF WITH A BANG: Heralding the start of the summer recreation program this week at the city's parks and playgrounds, children in the Wines Field neighborhood staged a parade yesterday under direction of playground supervisors. Bikes and tricycles were decorated, some new costumes appeared and some from last Halloween came out of the trunks.
