Ann Arbor Police Capt. Gary Kistka rappels from the top of the seven-story Ann Arbor City Hall during a police department open house on Sunday. The rappelling demonstration was put on by the department's Special Tactics unit. Mountaineers developed the technique to descend from cliffs. It involves sliding on a rope passed under one thigh, across the body and over the opposite shoulder or through a special friction device.
