Cuff Display - Pre-schoolers enrolled in the city's "Safety Town" at Abbot School are all eyes as city patrolman Patrick Nolan holds up a set of handcuffs during a teaching session on Tuesday. a record 561 children are going through this year's twice-a-day instruction which continue through July 15. More than 1,700 Ann Arbor children will have completed the four-year-old safety program when the current program is completed. Instructions deal with traffic, water and personal safety as well as fire prevention.
