It is probable a meeting will be called in Boston in a few days, to take somesystcmatic meastires for idvancing this dcsirable reform. To that meeting, an outline of a plan will 6e submitted something ]ike the following:- Boston Chroniclc. OUTLTNE. 1 . The franking privilege to be entirely abolished. 2. The postage on letters to be uniform, irrespcclive of distance, at TVVO CENTS, for cach letter weighingnot over half an ouncè, and atthe same rate for those of a greater weight. 3. All letters to be pre-paid; otherwise to be charged with doublé postage. This will put on end to the evil of dead letters, novv an enjrmoue burden to the department, but which have almost entirely disappeaied undor the English svsteni. 4. Let the different branches Qt the goveinment, and all public officers, pay their own poslage and take vouchers, and charge it in mei) accounts Ilke other expenses, stationary and the like. 5. Havinga uniform rate of postage would so simplify the keeping of the accounts and all the business of the office, as to allow a great reduction of the compensation of postmasters as well as a great diminution of the number oí clerks. and other expenses of the general post-office. 6. Abandon the notion of making the postoffice department maintain stage conveyances; and make all contracts for mads not averageing over .Ibs. to be carried on horseback.,. xvesoive iog,ve the people at least as great faciluies ot mail cornmunication as they have ai present; and if, aiter all these and other practicable reductions, the revenue does not meet tbc expense, pay it out of the general treasury, retrenching if necessary, in the army, navy, and fortifications to obtain themoney. 8.. Make every practicable facility, by stamps stampei! envelope8, muhiplication of deliveries. to faciütate correspondence on the principie that every such facility increases the number of letters and thia euhances the profits in a geomcti ical ratio.
