Request for Proposal for Snow Removal Services

The Ann Arbor District Library is requesting proposals for the following service:

Snow Removal

This request for proposal is for a three-year period, beginning May 1 , 2024 and ending April 30, 2027. The contact person regarding this RFP is Len Lemorie, lemoirel@aadl.org.

Description of Organization:

The Ann Arbor District Library is a public entity, which enjoys dual tax status as both a municipality and a 501c3 tax-exempt organization. The library system includes four locations requiring snow removal. Downtown, Malletts Creek, Pittsfield and Traverwood.

Monday-Friday 10:00am-8:00pm

*Staff arrive by 8:00am Monday-Sunday, all locations*

Project Overview:

General

Contractor will provide all labor, materials, equipment, safety devices, fuel, transportation, supervision and incidentals as necessary for snow/ice removal at four facilities in the library system.

Snow Removal

-Snow removal will be expected when accumulated snowfall meets or exceeds one inch.

-Services shall consist of clearing all drives, parking lots and sidewalks (city and private).

-Snow must be piled in the outer perimeter of the parking lots to minimize loss of parking spaces.

-If snow accumulation cannot be piled in the outer areas of the parking lots due to heavy snowfalls the contractor must have the ability to haul snow off site.

-Contractor shall maintain or have available sufficient “backup” equipment to service all locations in the event of a breakdown.

-All snow must be cleared using a plow, broom, blower or shovel prior to the application de-icing materials.

-Bulk rock salt must only be used in parking lots, granular ice melt and or liquid deicer shall be used on sidewalks.

-Contractor MUST report any damage to property, buildings, signage, lighting, fencing and landscaping to the owner’s representative.

Special Conditions

-Pittsfield Branch has heated sidewalks. Sidewalk service should consist of clearing snow, ice melt should not be applied at this location.

-Downtown has heated sidewalks the length of the building North-South underneath the existing overhang. Ice melt should not be applied. All other sidewalks Downtown shall be cleared and deicers applied.

-Traverwood Branch has an underground parking structure. Rock salt and deicers must not be used in the underground structure.

-Ice melt and deicers should not be applied to any areas where an overhang is present.

VENDOR SPECIFICATIONS

The proposal shall include all of the following information. Failure to include all of the required information may result in disqualification of a Bidder.

  1. Bidder’s qualifications, years in business, staff profile and experience in providing the services required by this proposal.
  2. References: List three references from current customers purchasing similar services. Include business name, contact name and phone number.
  3. Describe and list the quantity of equipment, vehicles and number of employees to be used for these services.
  4. A minimum of 15 years in business as a commercial snow removal contractor in the State of Michigan.
  5. Contractor must be a current member of Snow and Ice Management Association (SIMA).
  6. The square footage and type of facilities presently being serviced and for how many years for each facility.

Other:

  1. The response due date for this RFP is no later than March 29, 2024 at 3:00p.m.

  3. The successful Bidder will be notified no later than May 1, 2024.
  4. The Ann Arbor District Library reserves the right to reject any and all proposals submitted and to request additional information from all proposers. Any contract awarded will be made to the vendor who, based on evaluation of all responses and applying all criteria and oral interviews, if necessary, is deemed to have met all quality and cost considerations of management as determined in management’s sole discretion.

Could you please add "Bike parking may not be used for snow storage, and must be cleared to the same standard as adjacent sidewalks"?

Thanks for your comment! This is something that we will ensure with the selected vendor, the RFP is not a binding document. But it is definitely something we keep in mind. Is there a particular location where you've had trouble with this?
