CHI-CHI IS CHIC: Linda Richardson, 10, of 915 Woodlawn Ave. once dressed her pup, named Chi-Chi, in doll's clothing when it was ill. Now the alert little mongrel shows a preference for a "dress-up" dinner. In fact, Linda says, the dog will refuse to drink his milk unless clothed. But that provides a happy chore for Linda.
