Present - Aldermen Mann, "Wines, Hprz Martin, Allmendinger, Fillmore, O'Hearn, Taylor, Rehburg, Kitson and Pres. Cooley. Absent - Aldermen Ferguson and d Mann rnoved that the minutes of June 15th and 20th be considered read andapproved. Carried. The folio ving Communications f rom the Mayor vrere then read : Tn tbe Honorable, the Commou Councll : Having been appointed by your honorable body a member of a committpe to visit Eansing in the interest of sewerage legislation. I beg leave to report that the legal obstacles in the way of new legislation at this late day seemed to me so insuperable that I did not feel iustitied in acceptrng your highly esteemed and flattering commission and devoting thereto the time which other duties demanded. I said however to the cornmittee in writing "Be sure that you eet a perfectly legitímate bilí, title etc., else do not try to get any. We cannot atford to risk our tax levy, our good faith as a city or our intelligence as omcials bv attempting or taking any other course. It is to be regretted that the time for introducing new bilis (50 days) bas long before expired, and I am very much afraid that there is no bill before either house pertaining to the City whose title and purpose cover the contemplated legislation." ■ The rifty days reterred to, commenced to run with the opening of the session (Jan. 1891), and vvill undoubtedly be reporte'd to you that the committee who visited Lansing for that purpose could not find that any bill pertainina to sewerage in the City of Ann Arbor was introduced in either house during the aforesaid constitutional period. Gentlemen: I have received, and have this day placed on file with the City Clerk, the resination of Dr. William F. Breakey as a member of the Board of Health. That at the present session ol the leigslature, it will be impossible to secuire the passage of the enabling act to authorize the iseuing of boude ns the session is aboutto close, and nc act can be legaUy paseed unless it was introduced during the first fifty days of the session. 2nd. Such a levy, it is "beftieved, would not exceed $20,000, and with an asweiaent roM of over $0,000 000, would mnke a tax of about 33 cents on each $100 of valuation, a sum which in any other city would not be conside.red difficult to raise, as it woulkl make tlie entire tax for the year onily about one dollar and seventy cents per hundred dollars of valu Htion. A coruparison of this amount with the toxes of othe.r cities of the Ktnt would favorably for Ann Ai-bor. , . The cost of the lateral sewors shouui be paid by the property receiving tho benefit, and would naturally be extended throaigh several years. It is estimated that the laterale will cost nbout 33 cents per foot, and, being assessed on the property abuttlng on ich side, would mate a payment to be made for an oi-dinary lot of íour rotte, of about $11, which would certainly be cloanliness at a cheap rate. Your committee, after careíul conMdevation, would reapectfully recommend tho common couneil that a meeting of the qualified electora be licld at an early day to determine the question of levyins; a tax for the year 1891 of $20,000, for the purpose of constructiog a main sewer according to the plan be aubmitted by Prof. Cas.h E.
