Lansing, March R.- The house passed joint resohitions submittlng the loUowinjï constitutional amenamenls 10 the peoplei Limiting the time for introduction of büls in the legislature to thirty-five days; esiablisbing a state highway commisslon; fixing the salary of the Uedtenant governor at $1,200, and the secretary of state, superintendent of public ïnstruction, state treasurer and commissioner of land office at J'J.000 each. The following propositious of the same character failect to reeeive the necessary two-thirds vote: Fixing the salary of mcmbers of the legislature at JT.ïl), and reiti)ring foreignborn persons to have full naturalizaron papers before becomintr qualitled voters. A favorable report was made on the bill which pasaed the senate last week providing a one-sixth mili tax for the support of the university. In commilicc of the whole the sonate passed the bill permitting niüroads incorporated under the laws of this state to consolídate with roads incorporated in other states. This bill is for the purpose of enabling the Mihvaukee & Northern to consolídate witli the Chicago, Milwaukee & St. Paul. ansing, Maren 0- The McKinley election bill failed of passage in the house Thursday owing to the light attendance. The vote was reconsidered and the bill will bc1 passed next week. The annual election law was amended so as to proTlde for opening the polls at 7 o'clock a. m. The house concurrod in the senate rcsolution accepting the invitation of the oitizons of Ann Arbor and Vpsilantj to visit the university and state normal school, and in pursuance thereof adjourned until Mondsy evenins?. Th Weiss bill providing for the election of representativos in Ixnroilby districts instoacl of on a general ticket as at present was killed in the senate. Adjourned until Monday. Ann Arbor, March 10.- The Michigan legislators inspected the university buildings on Priday. At 11 a. m. they gathered in University hall where, in the presence of 2,700 students and 200 members ol the facuWy, they were addressed by President Angelí, who presented them with interes dng facts concerning the university, whatit is doing, cost of maintenanje, (showing its law school and tlie state penitrnttary to be the only public institutions which paya prottt) and explaining its needs. Short speeches were made by Gov. Rich, Senators Hopkins aml McLaushlin and Representatives Newkirk and Sullivan. Ypsilantt, March 11.- The members of tha Michigan legislature arrlved here Priday afternoon and inspected the normal school. In the evening they were entörtained by a social, literary and musical programmè. Officials of the institution, state offleers and membera of the legislature spokc. LAN8THG, March 13.- No business ot importance was transacted in the house. Gov. Rieh sent to the si'iiaie the nomination of Theron F, Glddlngs, of Kalamazoo, to be commissione of Insurance for the fuil term ol two years iróm July 1 and Horace W. Davis. o) Grand Rapids, to be member of the suite fish commission for six years.
