The Chicago Tribune, in commenting upon the fact that there is now no surplus in the treasury, but a shortage which is increasing daily, says that the explanation is not far to seek, and then states as an planation that the last democratie house appropriated over a billion i dollars, and on top of that gave the I country the VVilson bill, etc. This leads the Chicago Herakl to ' remarle as follows: "The explanatkui is just a little farther to seek. It was not the last democratie house that created au animal charge of $10,000,000 for sugar bounty. ItVas not the last democratie house that added sotne $00,000,000 to the animal pension charge, and, at the same time, cut off about $00,000,000 of revenue by putting raw sugar on the free list. It was the last republican house- the house of Reed, McKiuley & Co. - that did these things. It was tlie same house that created a charge for shipping bountios that voted to return to the states some $15.000,000 of direct taxes paid by individuals thirty years ago. It was not a democratie house that used up the larse surplus in the puichase of bonds not due at a high premium. It was the last republican administration that did that. It was not the last democratie house that brought on the silver panic by passing the Sherman silver parchase and intiation bill. It was the last republicaii house and senate that did that, and so cut the revenues away down below the ordinary figures. There is the explanation. It was a republican congress that made it necesrary for a democratie congress to appropriate over a billion dollars. That is the truth of the matter."
