Regular Troops Called Out

Washington, July 9.- Gen. Schofield, commanding the army, hp,s sent orders to Gen. Merritt at St Paul and Gen. Otis at Vancouver barracks directing them to use their forcé to open up cominunication throughout the entire leng-th of the Northern Pacific road. The position taken is that this road is a military and mail line. Similar orders will shortly issue covering tlieentire Tnion l'acifi clines.
