Washington, July 21.- There was a very iim attendance of rnembers when the speaker called the house to order. Bowers demanded the regular order, which was the resolution proposing an amendment to the coustitution providing that senators sliall be elected by direct vote of the people. Although a two-thirds vote is required for mensures amending the constitution the peudiDg resolution was passed 137 to 49- thirteen votes to spare. The Lniouncement of the result was receive with Democratie applause. The house disHgreed to the senate amenbments on tiie ludían appropriation bill, and Holman, Allen and VVilson of Washins;ton were appointed conferrees.
