New Yokk, Aug. 9.- A member of a flrm ; in tliis city having extensiva business j latious with China, and himself for many years a resident of the Celestial empire, where he met many dignitaries, including Viceroy Li Huug Chang, the real ruler of the empire, and Li Hang Chang öTCanton, in speaking of the report "that Viceroy Li Huug Chang had been deprived of thö diguity of the yellow jacket said ! that, in his view, the report doubtless grew out of a confusión of ñames. Instead of Li Hung Chang having been degraded, it was probable that Li Hang Chang had lost. the emperor's favor. "Viceroy Li Hang Chang's district of Cantón," ne added, "has been the source of much tro1 ble of late. The plague has carried ofE thousands, and the viceroy, according to ideas and policy, is held responsible."
