The czar has just issued his approval of the iustitution of dueling in the army. The coinmander ia chief at Kiev, in issuing the new dueling oode, sayst: "The czar has conferred npou us a new mark of his imperial grace in granting us the right to defeud with arms in our hands that whioh is most precious to all of us - oor honor. This gracious act on the part of his majesty makes it our duty, still more than heretofore, so to regúlate onr couduct and manners alike in official and social intercourse as to obvíate all inimical misunderstandings
