Albany, N. Y., Deo. 4.- Governor Flower hus dismlssed the charges against District Attorney Fellows. The governor says: "It is cleartome that the important charge that the district attorney has neglected his duty in not bringiug indicted persons to trial Is not only wholly unproved but it is actually disproved by the evidenco."
