The most interesting ohupcer of the history of the session is made by the attcmpt at flnanclal legislation in both houses. These aro too well known to require rocapitulatiou. Xo financial legislation has yet resulted ironi the host of bilis introduce d during the session with niore orless weight of authority behind them. The principal class ol: legislation accomplished by the short session was that making appropriations tor the support of the go vern ment. Not a little general legislation was incorporated into the appropriation bilis. These bilis in the order in which they were passed by the house were: Kor the military academy (West Poiut), e.iiny, pension, fortlfieations, diplomatic and consular, District of Columbiu, postal, agrieultural, Indiau, sundry civil, legislativo, executive and judicial, navy, and general deficiency. When the last week of congiess began the house had passed all except the general deilciency and the senate had the last four yet to consider. The pension bill, as enacted, contained provisions that pensions shall not be paid to non-residents who are not citizens of the United States, ex cept for actual disabilities incurred in the service, directing examining surgeons to siate the ratings to whieh they think the applicants are entitled, and iixing the lowest rato of pension at $6 a month. The diplomatic and consular bill increased the salaries of several foreign representativos, but the sonate amendment tor a Hawaiian cable was defeated by th e house. The agricultural biil empowered tlie secretary of agriculture to enforce rules tor the inspection of live uattlc whose ineat is intended for shipment abroad in any form, and regulations to prevent the shipmont of condemncd carcasses abroad or from one state to another and iixed heavy penalties for violations of such regulations. Considerable legislation was includedin the Bundry civil bill. One amendment providcs for the purchase for $160,000 of the site ui the Ülaine mansión, and another turn.s tlie military prison at Ji'ort Lieavenwonh.
